He began his career as a middle school teacher in Baltimore City, where he first created a system for mea
Matt Barrow is the Founder and Chief Executive Officer of evedence. He is passionate about creating systems that improve how districts and schools can effectively support all students, especially historically marginalized populations. He began his career as a middle school teacher in Baltimore City, where he first created a system for measuring ongoing standards-aligned formative assessment data and experienced how powerful it was for improving his classroom instruction. He then transitioned to a district leadership role, leading the design and implementation of Baltimore's MTSS strategy.
In 2019, Matt designed and piloted a strategy for supporting struggling readers in K-3 that has evolved into a nationally acclaimed tutoring model. He wrote the implementation manual, built all of the tools for tracking student participation and progress monitoring, and was able to successfully scale the program and replicate its accelerated learning outcomes year after year.
This experience led Matt to directly manage the design and implementation of the district's ambitious high-dosage tutoring strategy in 2021, which led the nation in scale by successfully providing this support to over 15,000 students in grades K-12 by the following year. The tools and data dashboards he built for monitoring district-wide implementation of this work provided real-time visibility on key metrics across a complex network of schools, vendors, and programs. Under his leadership, the district improved implementation of this initiative each year as measured by increased student participation rates across all schools and programs, resulting in accelerated learning outcomes for thousands of students.
Most recently, Matt completely designed a system to measure, monitor, and improve the implementation of tier 2 academic supports during Personalized Learning Blocks across a network of schools in Baltimore City. Under his leadership, the system learning yielded by the tools he built for this initiative is now being used by multiple departments to collaboratively improve the next iteration of district-wide Personalized Learning guidance and implementation by incorporating the tools he created and lessons learned from the school-level trend data they yielded.
